Governor Josh Stein has enacted the Disaster Recovery Act of 2025 Part 1, marking his first legislative achievement as governor. The signing ceremony included members of the North Carolina General Assembly, Western North Carolina Advisory Committee, law enforcement officials, and agricultural leaders.
"This funding is a promising step forward in the long road to recovery for western North Carolina. I want to thank the General Assembly for working together to pass this critical aid package to help our neighbors rebuilding after Helene," stated Governor Stein. He emphasized that efforts would continue to ensure sustained support for the region.
Speaker Destin Hall highlighted the bill's importance: "This legislation will bring much-needed relief to western North Carolina while finally bringing long-awaited relief to hurricane victims in the eastern part of our state." He noted it was the fourth bill passed for Hurricane Helene recovery.
Senate President Pro Tempore Phil Berger remarked on bipartisan cooperation: "Since Hurricane Helene hit western North Carolina, the General Assembly has come together to address the real-time needs of our citizens." He expressed pride in seeing the bill become law and reiterated ongoing support for recovery efforts.
The Disaster Recovery Act allocates $524 million in aid for western North Carolina. It includes $200 million for farmers affected by crop losses from Hurricane Helene, $120 million for home reconstruction and repair, and $55 million in infrastructure grants for small businesses. Additionally, it provides $100 million for repairing damaged roads and bridges, $20 million for debris cleanup, and $9 million for a school extension learning recovery program. The statewide emergency declaration is extended until June 30th. Furthermore, $217 million is designated to assist eastern North Carolinians with housing needs.
As the six-month anniversary of Hurricane Helene approaches, Governor Stein remains committed to addressing recovery with urgency and accountability. His administration seeks $19 billion in federal funds for infrastructure restoration and disaster impact reduction while advocating for an extension of FEMA’s full reimbursement policy.
