Today, Governor Josh Stein announced interim appointments to the Utilities Commission following the resignation of Chair Charlotte Mitchell. Floyd B. McKissick Jr. has been appointed to complete Mitchell's term, which ends on June 30, 2029. Additionally, Steve Levitas will fill McKissick's position until June 30, 2025.

"Floyd McKissick currently serves on the Utilities Commission, and he brings decades of conscientious experience in public service to the role," said Governor Josh Stein. "I am grateful for his willingness to continue serving on the Utilities Commission, and I am proud to be bringing on Steve Levitas, a utilities expert who is a practical problem-solver, to finish Floyd’s current term."

McKissick has been part of the State Utilities Commission since 2019 and is involved with several committees through the National Association of Regulatory Utility Commissioners (NARUC), including International Relations and Critical Infrastructure. He also served as Immediate Past President of the Southeastern Association of Regulatory Utility Commissioners (SEARUC). Before his commission work, McKissick represented Durham and Granville counties in the North Carolina State Senate for 13 years.

Levitas is recognized as an authority in energy policy with extensive experience in solar industry matters. His expertise covers competitive procurement program design and integrated resource planning among other areas. In 2023, he was honored with the North Carolina Sustainable Energy’s Association Lifetime Achievement Award.
