Governor Roy Cooper announced that 21st Century Software Technologies, Inc. (21CS), a global software development company, will relocate its headquarters to Morehead City, Carteret County. This move is expected to create 25 new jobs and involves an investment of $455,000.

"Evolving from tobacco to tech, North Carolina’s economy is now at the forefront of innovation,” Governor Cooper stated. “Morehead City will welcome 21CS with a growing tech industry that will continue to fuel job creation, innovation, and economic opportunity for generations to come.”

Founded in 1992, 21CS specializes in developing mainframe products that ensure data protection while maximizing performance. The company plans to expand its development, marketing, and technical support operations as part of the relocation from Boston.

Eddy Ciliendo, CEO of 21CS, commented on the decision: “North Carolina, and Eastern North Carolina in particular offer a unique combination of a business-friendly government, great local colleges, affordable living and an outstanding quality of life. We are excited to become part of the community and grow our global operations in North Carolina.”

N.C. Commerce Secretary Machelle Baker Sanders remarked on the state's attractiveness for tech companies: “From the mountains to the coast, our state offers a unique blend of cutting-edge infrastructure, world-class talent pool, and a quality of life that’s second to none."

The new positions created by 21CS will include roles in software engineering and support with average annual wages expected at $87,920—higher than Carteret County's average wage. This could result in an annual payroll impact of $2.2 million for the region.

A performance-based grant from the One North Carolina Fund will provide $25,000 towards helping 21CS relocate. These grants require matching funds from local governments and are contingent upon meeting job creation targets.

N.C. Representative Celeste Cairns expressed optimism about Morehead City's growth: “Morehead City is poised for continued economic growth and opportunities while striving to maintain the unique character and spirit of the town that makes it so special."

The project has received support from several partners including East Carolina University and University of North Carolina Wilmington among others.
