Robert Norvell has been appointed as the new warden of Pender Correctional Institution in Burgaw, according to a Mar. 27 announcement.
Norvell brings over three decades of experience with the North Carolina Department of Adult Correction to his new role. His appointment is seen as significant for maintaining stability and leadership at the facility, which houses about 530 men and offers educational and vocational programs in partnership with Cape Fear Community College.
“We are pleased to have someone of Warden Norvell’s experience and knowledge assuming a key facility leadership role,” said Secretary of Adult Correction Leslie Dismukes. “He knows Pender Correctional Institution thoroughly, and he has a firm grasp of our department’s security and rehabilitation missions.”
Norvell began his career at Pender Correctional Institution in 1992 as a correctional officer, rising through various positions including captain in 2007 and associate warden of custody in 2013 before retiring in 2022. He returned to the department on a contract basis in 2024, conducting internal investigations and managing complaints. From November 2024 to January 2025, he served as interim warden at New Hanover Correctional Center before returning as interim warden at Pender from November 2025 until his current appointment.
In addition to administrative roles, Norvell has served as PREA compliance manager and instructor for several correctional management courses. He holds an Advanced Certificate from the NC Criminal Justice Education and Training Standards Commission, graduated from the Correctional Leadership Development Program, and earned an associate degree in criminal justice from Cape Fear Community College.
The appointment reflects ongoing efforts by the Department of Adult Correction to ensure experienced leadership oversees both security operations and rehabilitation initiatives within its facilities.
