Governor Josh Stein announced the establishment of his Advisory Council on Student Safety and Well-Being at Moore Square Magnet Middle School. This initiative is co-chaired by Senate Democratic Leader Sydney Batch, Deputy Secretary William “Billy” Lassiter of the Department of Public Safety, and 2024 North Carolina Teacher of the Year Heather Smith.

Governor Stein highlighted the importance of student safety, saying, “North Carolina’s children are our future, and it is crucial that they grow and learn in a safe environment that sets them on the right trajectory to thrive.”

Sydney Batch emphasized the state’s responsibility in ensuring secure learning environments: “Ensuring the safety of our students is not up for debate — it’s a fundamental responsibility of our state government.”

William L. Lassiter, overseeing the Division of Juvenile Justice and Delinquency Prevention, said, “Student and school staff security and wellbeing is an essential part of public safety.”

Heather Smith, Teacher of the Year, reiterated the impact of a supportive environment on learning, stating, “What I’ve seen in my classroom is that if students don’t feel safe, if they are not supported, it’s so much harder for them to learn.”

The advisory council is tasked with working across state agencies along with local and state leaders to propose and implement policies aimed at improving student safety and wellbeing. Its initial focus is on supporting school systems to establish cell phone-free classrooms in collaboration with the General Assembly.

The council includes various state officials, educators, and professionals committed to this objective. These members include Senate Democratic Leader Sydney Batch, Deputy Secretary William Lassiter, Teacher Heather Smith, and others from various departments and educational institutions.

The advisory council will offer recommendations and guidance, working diligently with communities and sharing best practices to enhance student safety and health.
