Schools must verify the formation of a PTA for each $2,000 awarded or return those funds. The legislation appropriates $1.25 million in one-time funding, permitting up to $80,000 for administrative expenses, and calls for a report on grant use and impacts by April 1, 2027. The law is set to take effect July 1, 2026.

Of the bill’s two sponsors, Sophia Chitlik introduced the highest number of bills (78) during the 2025 session.

North Carolina’s bill process involves several steps before becoming a law. Legislation begins when a lawmaker files a bill for committee consideration. Each chamber must read the bill three times. Any changes made by either chamber after the other passes it must be agreed upon.
