The North Carolina Department of Adult Correction announced on April 6 that Bill Woolard has been promoted to Division Director in Judicial Division 1. Woolard will now oversee Community Supervision operations across the 32 counties in the eastern and coastal regions of the state.
This leadership change is significant as it affects public safety and supervision outcomes for a large part of North Carolina. The division covers a broad area, requiring coordination among various districts and agencies.
Leslie Cooley Dismukes, secretary for the Department of Adult Correction, said, “Bill Woolard’s steady leadership and knack for team building have benefited our agency for more than 20 years. His efforts have led to safer communities and successful supervision outcomes.”
Tracy K. Lee, chief deputy secretary of Community Supervision, also praised Woolard’s service: “Bill Woolard has devoted his entire career to Division 1 and I admire his dedicated service. His division covers a large portion of the state and he does a great job keeping all the districts connected and focused on public safety.”
Woolard began working with Community Supervision in Pitt County as a probation/parole officer in 1999. He most recently served as Assistant Division Director for Division 1 after holding positions such as Assistant Judicial District Manager—overseeing probation and parole operations in Craven, Carteret, Onslow, Pamlico, and Pitt counties—as well as Drug Treatment Court Officer and Chief Probation/Parole Officer in Pitt County.
Throughout his career, Woolard has worked with local and federal law enforcement agencies along with community groups on initiatives designed to reduce violence and improve quality of life within his division. He holds a bachelor’s degree in criminal justice from East Carolina University and is a graduate of the Correctional Leadership Development Program.
