Attorney General Jeff Jackson announced the sentencing of a health care worker for Medicaid fraud. The case involved a Certified Nursing Assistant, Farrell, who worked at Angels of Care Pediatric Home Health, an agency funded by Medicaid. From June 13, 2022, to December 31, 2022, Farrell submitted false timesheets and service notes for personal care services that were not provided to a child. Based on these documents, Angels of Care Pediatric Home Health billed the North Carolina Medicaid program and was reimbursed accordingly. Farrell received payment from the company based on these false claims and is no longer employed there.

The improper billing was reported to the North Carolina Department of Justice’s Medicaid Investigations Division (MID). The conviction resulted from collaboration between District Attorney Lorrin Freeman, the North Carolina Department of Insurance, and MID.

Attorney General Jeff Jackson stated: “North Carolinians rely on Medicaid for essential health care. Families should be able to trust that providers are honest and that taxpayer dollars are handled responsibly. When that trust is violated, we’re going to hold those involved accountable.”

The MID investigates fraud and abuse by health care companies and providers as well as patient abuse or neglect in facilities funded by Medicaid. To date, the division has recovered more than $1 billion in restitution and penalties for North Carolina.

MID receives most of its funding—75 percent—from the U.S. Department of Health and Human Services under a grant totaling $8,535,748 for Federal fiscal year 2024; the remaining 25 percent ($2,845,248) comes from the State of North Carolina.

The North Carolina State Executive Attorney General serves statewide with responsibilities including crime prevention, law enforcement assistance, consumer protection and defending residents’ rights. The office also represents state agencies in court proceedings and criminal appeals while providing legal representation and regulatory oversight throughout North Carolina.
